The developers of Assassin's Creed: Mirage have repeatedly emphasised that they paid a lot of attention to killing in the game to make it similar to the franchise's numbered parts. That is, players will have access to a number of tools and techniques to destroy targets in the game, although, interestingly, this is not the only area where the game will give you a high degree of freedom.
In a recent interview with Wccftech, Sarah Beaulieu, the game's narrative director, revealed that Mirage will allow players to kill their targets in any order they choose. According to Beaulieu, your Hidden Ones level will not affect which targets are available for you to pursue.
This also means that players will be able to unlock new tools for Basim's ever-expanding toolbox in any order, with a new tool unlocked in the Hidden Bureau every time you kill a major target.
