How broken is GTA:V's newest patch on PC? (Benchmark Test With a 980ti)

750watt PSU
Game is also saved to a 500gb SSD

Graphics set to the Geforce Experience optimized setting (Customized Ultra) Yet I have also lowered all settings to their lowest possible setting and still had the same issue.

Not sure why it is running so poorly, yet others have had the same issue since the newest patch. I have tried to fully reinstall the game, reinstall drivers, resinstall geforce experience, repair attempt, and stopped the razer stream in my Task Manager. Nothing seems to help. If you have any suggestions please let me know so I can get back to enjoying this game. Thank you for any help given.
