The AI in Civilization 6 isn't particularly the smartest AI in the world. In fact, all Civilization games have a stupid AI.

Fixing the AI will take a lot of work when it comes to the one in Civilization 6. It doesn't manage troops very well, but it does build cities and districts in okay areas sometimes. The AI will not seek out resources, or even take into account the strengths and weaknesses of other civilizations.
