"How Does Removing Question Time Best Serve Us?" RM of Springfield, Council Meeting, Dec 17, 2024
A resident asks during Question Period how removing the ability for residents to ask Council questions during the meeting benefits residents (and more broadly, the stakeholders of the RM of Springfield). Mayor Therrien does not answer her question.
To watch the rest of the meeting (based on Zoom Meeting video) with relevant parts to the Procedure By-Law, you can find it here: • A Darkest Day in the RM of Springfiel...
You can find the footage, which I went to lengths to get, from the September 17, 2024 meeting shown in this video: • Mayor yells at resident (Two sources ...
The Mayor had it so both 2nd and 3rd Readings occurred on Procedure By-Law 24-10, which would restrict further public participation of meetings in the RM of Springfield, Manitoba, Canada. This would include ending the last ad hoc participatory activity residents could engage in the RM of Springfield that does not undergo a formal filtering process or public hearing [which are rarely used at this time], Question Period.
Note: The audio doesn't pick up that I said the Mayor doesn't respond to my e-mails [which is the only way I communicate with the Mayor], but others have experienced regardless this matter over phone. It doesn't detract from the point anyways.
For context, where indicated, I have added for documenting purposes alternative audio from a separate source than the Zoom call (from a recording device in the chamber, by a resident). I have for documenting purposes added some reference materials, all the original footage can be located at the link above.
