How fast can I beat Pokemon FireRed with an Electabuzz?

Rules:
1) Timer starts after receiving and modifying starter pokemon
i) Starter is given Max IVs, Neutral nature, and better ability (to make each run fair)
ii) Timer is paused when not actively playing the game, in RNG heavy segments common to all runs (such as catching Spearow and the Surge gym puzzle), and if I make a mistake common to all runs (such as forgetting a Rare Candy in my normal path or forgetting to obtain the Bike). It can also be paused to my discretion for other mistakes (i.e. misinputs) that aren't the fault of the solo Pokemon.
2) Only the solo run Pokemon can be used in battle
i) If a non-solo run Pokemon is brought out or forced in a Double Battle, it may use negligible attacks to intentionally faint.
3) The National Pokedex may be given at the start of the game in order to allow non-native Kanto Pokemon to evolve
4) No items in battle, except pokeballs
i) If I run out of damaging moves to use in a fight where that could have easily been avoided by healing pre-battle, I am allowed to use a PP-restoring item in-battle.
5) No Double Team TM
6) No Pickup
7) No using Rare Candy until the Elite Four has been attempted
8) No saving and resetting inside the Elite Four
There is a reset that I deliberately ignored against Blaine (when I forgot to deposit Farfetch'd again) and a reset I forgot to count against the Champion, so the total resets for this run is 28.
