How fast can I beat Pokemon FireRed with a Weezing?

Rules:
1) Timer starts after receiving starter pokemon
i) Starter is given Max IVs, Neutral nature, and better ability (to make each run fair)
2) Only the solo run pokemon can be used in battle
3) No items in battle, except pokeballs
4) No Double Team TM
5) No Pickup (This would be good to get Hidden Power, Rare Candy, and additional useful berries, but ultimately would introduce a lot of RNG into every run, as the time I get Hidden Power or the amount of additional Rare Candy would be very different each time)
6) No using Rare Candy until the Elite Four has been attempted once
7) No saving and resetting inside the Elite Four
