Update 3.4 has arrived with a new character (Phainon) and buffs to four popular characters: Blade, Jingliu, Kafka and Silver Wolf.

But have these buffs really changed anything in the Honkai: Star Rail meta?

In this video I analyze the updated tier list from the Prydwen website for version 3.4, and talk about Phainon fitting in among the strongest characters, and comment on the impact (or lack thereof) of the buffs.
