How I Downgraded the NEW 3DS! (10.3 to 9.2)
209The latest sysUpdater updates have made the application much more stable and less likely to brick your system. The most you should encouter with this is the program crashing, or a soft brick where you can boot into recovery and download the update to get your system back up and going.
Here is precicely what I did:
downloaded these dbs files:

I also used this sysUpdater
https://gbatemp.net/attachments/sysupdater-zip.34449/
The 9.2 firmware files were the ones recommended from
"that 3ds iso site"
1. Put dbs files on
Nintendo 3DS/randomnumbers&letters/randomnumbers&letters/dbs/
2.start 3DS, go to tools/data management/3DS software management and reset your eshop titles and settings. You will have to re download your games if you do this!
3. Start HBL (I use menuhax)
4. Start ftpbrony, then mash b to exit as fast as possible
5. Start sysUpdater.
6. Press Y to downgrade
7. Profit?
