Reddit user EMI_Black_Ace explained the performance issues of a 2 player F-Zero in some more detail:
"The primary key here was they wanted to make a Mode 7 racer two players, but the hardware only supported a single Mode 7 tile to be loaded into memory at a time. F-Zero's huge tracks took several tiles and could only work in single player because it switched tiles through the tracks. To make it multiplayer, every track would have to be able to fit into a single tile so the hardware could handle it without murdering the framerate when the players were on different tiles."
