This one had me stuck for awhile - in your tech tree there's no option to unlock the ability to build or craft walls with door-frames or window-frames, but the answer is quite simple.
After you've crafted a normal wall, select it from your hot-key, move it into position, THEN PRESS AND HOLD R, to bring up the building option wheel. Then you can select a wall with a door-frame, or a window frame, or a plain wall.
Then you left-click to build the wall, and you can then add your window or door!
