Find the Queen of Cards in Balamb Station. Challenge her by losing or Winning a card of at least Level 8 (Summons or Characters). She will go to Dollet's Pub. Ask her about her father and she will ask for a specific card. Lose that card to her in Dollet's Pub. Doing so will unlock new cards to get from other characters in the world.

Chase her around the world until she is back in Dollet's Pub to ask her again about her father. She will ask for a new card until you have done this loop 5 times.
