Here's how to disable the Steam gaming sales pop-up:
Open Steam: Launch the Steam application.
Go to Settings: Click on "Steam" in the top menu bar and select "Settings."
Navigate to Interface: In the left-hand menu, click on "Interface."
Uncheck "Notify me about additions or changes to my games, new releases, and upcoming releases": Find this option and uncheck the box.
