GTA 4 is one of the best Grand Theft Auto's in the series, and when Rockstar shut down access to multiplayer on PC I was a bit saddened, because it's simplicity was what made it great.
Luckily I found a program that allows for multiplayer in the original style of GTA IV, so here's a video on how to make it work.

IMPORTANT NOTE: This does not make your GTA IV into a cracked copy, it only rolls back the version!
Also: I have been able to make scripthook or the simple native trainer work with this now.
