Using all three words of the Slow Time shout will have the most powerful effect on your ability to mulit-snipe. Slow Time can be stacked with other shouts by doing the following. Reduce shout recovery cooldown by up to 60% by equipping an Amulet of Talos, obtaining the blessing of Talos, and using the Dragon Aspect shout. If you have the Unofficial Patch installed, Morokei will add an additional 20%. With proper alchemy, you can create a potion of fortify alteration powerful enough for you to then stack shouts, as this potion increases the duration of Slow Time.

This video is based off of if you have the proper perks unlocked. Archery and sneak perks will help out a lot. Smithing, alchemy, and enchanting also will help you craft better equipment and potions. The one perk you should avoid unlocking is Bullseye. It actually hampers your ability to make long range archery shots, as it may instantly paralyze a target, causing them to fall down, and your arrow to miss.
