This video guides how to fix "can't open settings" error on Windows 10.
General Suggestions:
- Click on Start Menu and then click Settings.
- Click on Start Menu and type Settings and then choose from the list
- Right-click on the Start icon and click Settings from the menu
- Press the Windows + I keys together at the same time
- Press Windows Key + S and type ms-settings and click the OK button.
- Open a Powershell/Command Prompt with administrator rights and type start ms-settings and press Enter.
- Click on the Action Center icon on the Taskbar and then select All Settings.
- If any of them succeed, select Update & Security and then click Troubleshoot. Look through the list for the troubleshooter that addresses your particular problem.
If none of them does, proceed to the next method.
