Step 1 - Make sure you are trying to install DirectX with an administrator account.

Step 2 - Disable Firewall & Antivirus

Step 3 - Install .NET framework with command prompt
dism /online /enable-feature /featurename:NetFX3 /all /Source:d:sourcessxs /LimitAccess

Step 4 - Repair .NET framework
