The Perk Chart in Fallout 4 is a giant mess of junk you don't need. By removing a lot of perks and combining tiers, leveling up could become something interesting and fun. Ya know, instead of the tedious spreadsheet that it is today.
So I decided to go through all of the perks and change them into a system that doesn't have so many damn options. It ended up being a much longer venture than I originally intended.
