Here are the steps to Fix the library scrolling away bug in Steam:

1.Close Steam completely.

2.Navigate to the Steam installation directory. By default, this is C:\Program Files (x86)\Steam.

3.Locate the file named "clientregistry.blob" and delete it.

4.Restart Steam and try scrolling through your library again.

If the issue persists, try the following steps:

1.Open Steam and go to Settings.

2.Click on "Interface" and uncheck the box that says "Enable GPU accelerated rendering in web views."

3.Close and restart Steam.

If none of these steps resolve the issue, you may want to try reinstalling Steam.
