Open the Steam overlay (Shift+Tab) while in CS2.
Go to the “Voice” tab and select the correct mic/input device.
Set “Input/Volume Gain” to max and turn off “Voice Transmission Threshold”.
The “In-game Voice” tab may appear after talking in-game; repeat the previous steps there.
Windows Sound Control Panel:
