5This video should help you fix the issue where Steam downloads in parts while stopping in the middle and being annoying
Explanation: I'm not a computer scientist but i think the reason this fixes the issue is because of how Steam downloads games in chunks. It downloads pieces then downloads them again or something. I think the download rate cap fixes this because when the cap is turned off, your download speed might be fluctuating to high/low numbers ever so slightly, making Steam mess up your download. Basically, by adding a cap you download speed doesnt skyrocket and mess up the download. again, im not a computer scientist so i could be wrong but i think thats why it works.
