How to Fix The version of AMD Radeon Software you have launched is not compatible issue 2021

The issue is that when gaming, the GPU stutters pretty bad and when on idle, the GPU utilization is spiking periodically to 99%.
This happend right after a windows update and a driver update from AMD
I've tried the following
1. Uninstall, reinstall latest driver using DDU - FAILED
2. Uninstall, reinstall previous driver using DDU - FAILED
3. Uninstall, reinstall using Driver only using DDU - FAILED
4. Follow the steps from AMD https//www.amd.com/en/support/kb/faq/pa-300 - FAILED
5. Reinstalled Windows Home and then reinstall AMD Drivers - FAILED
6. Reinstalled Windows Pro and then reinstall AMD DRivers - FAILED

This is the only temporary fix I have for now as I have pulled my hair for two days without any luck. As of now, its working fine and I can game with decent frame rates, however, the AMD radeon software tool is my go to software for overclocking and monitoring my GPU. Let me know if you have one.
