Once you start a sandbox game in Jurassic World Evolution 2...
If you are playing on STANDARD mode which means you have Scientists and Research turned on..
1. First of all, you need to construct a somewhat functional park.
This means constructing an ARRIVAL CENTRE.
It doesn't matter which style you choose.
A CONTROL CENTRE
AN EXPEDITION CENTRE
AND A SCIENCE CENTRE or a FOSSIL CENTRE
You also need connect them with a path
And you need to power them with electricity. Buy a BACKUP GENERATOR and make sure the yellow reaches your buildings.
2. Secondly, you need to hire Scientists.
Go into the SCIENTISTS tab, and RECRUIT NEW SCIENTISTS.
Depending on the dinosaur you want to create, you might need up to 6 LOGISTICS, 5 GENETICS, and 6 WELFARE across 3 scientists.
3. Thirdly, you need to dig up the dinosaurs and get their DNA.
Go into the EXPEDITION TAB and launch an expedition with your scientists.
For now, you can only dig for certain dinosaur fossils.
Exit the EXPEDITION TAB and wait.
Go into the FOSSILS tab and extract as many fossils as you can. You will need at least 50 or 60% of a dinosaur's genome.
4. Fourth, construct an exhibit for your dinosaur.
Make sure a part of the fences touches the yellow.
Construct a HATCHERY on the fence.
Click on the HATCHERY and first SYNTHESIZE the dinosaur.
After that, INCUBATE the dinosaur.
RELEASE your dinosaur.
If you click on the COMFORT tab, you can EDIT the Environment to fit your dinosaur's needs.
You can research additional dinosaur fossils in the RESEARCH TAB.
As your park increases in POPULARITY, you will have a chance to unlock new dinosaurs.
If you are playing on CREATIVE mode it's even easier. Just construct a functional hatchery, create and release your dinosaurs without scientists.
