After you get Your Gambit Rank to 20 or max. You will get an Exotic Quest to get Malfeasance. To get the 25 Mini-Boss kills in the Dreaming City, do Blind Well. Its the fastest way. After that, Find a Fireteam. Do not Solo "The Corrupted" All enemies in the mission are set to Legend Difficulty. Take my word for it. Its been a very long while since I did these steps of this Quest with my Hunter, otherwise I would not be holding Malfeasance in this video.
