How to achieve max happiness in your settlement GUARANTEED on Fallout 4. Build 18 shops, all tier 3 clinics and don't forget to assign people to each one. Assign 3 people to food. Then sleep for 24 hours and wait a few minutes then rinse and repeat. Put tier 1 machine gun turrets at every entrance to your settlement. Water 125, and make sure you have enough beds. I had 24 so it was a little overkill but hey. My charisma was 10 so if you are having problems getting your settlers numbers up to 21 make sure to up your charisma stat. If you have any problems just pause the vid toward the end and look at my settlement stats as a guide line.
