A little tip for those who want to install wine-mono offline.. works for most caches:

1. Download the corresponding installer for your Wine version (for 6.0 it's 5.1.1, for 7.1 it's 7.0.0, for 3.0.5 it's 4.7.1 etc.)
https://dl.winehq.org/wine/wine-mono/
2. Open the cache using an archiver such as Zarchiver( or browse in unpacked state on Exagear). Browse to Z:\usr\share\wine\mono and paste the .msi file. If the path does not exist, create it.
3. For wine 6.0 the resulting path will be Z:\usr\share\wine\mono\wine-mono-5.1.1-x86.msi
4. When creating each new container, the installation starts automatically and into the wine prefix, there is no need to download anything.
It will be similar for gecko, but I haven't tried it yet.
I hope it helps someone. ;]
