Hello guys hope it will help fix out console won't show and not turn back with shorcut, then will be changed
How to open console in CS:GO if on game u changed option to yes it still not work:

1. Go to library find game, click with right button of mouse go to properties
2. Open "Set Launch Options" game will open with "-Console"

press ok
Open the game then will pop up console
use command :bind "F9" toggleconsole
