After the cutscene with Cassandra you need to head over to her contact, "the Voice". Hop in the car by the garage and drive towards the waypoint. Once you've arrived, walk around the shack by the river. Head in and start the conversation with the contact. He details the dealings of a prostitution racket in the nearby vicinity. Your mission will be to break them up. This serves as your introduction to a main function of the game: clearing rackets. You will need to take down various rackets to cripple the foundation of the Italian mob empire.
Drive over to the prostitution club to free the "strung out girls". The best approach is to go stealthily. Talk to the girl right inside the door and then head to the left through the hallway farthest from you (feel free and grab the Vargas painting before moving on). At the end of this hallway take a right, but be wary of the guard in this hallway. Try and take him out behind cover, lest the other clients in the lobby see you. Once through this hallway, you'll find yourself under the stage set piece. Head under this overhang, watching for other guards. Then, head up the stairs here and make your way back toward the front of the building. There are guards all along these hallways, so stay low and use your Intel View to look for guards.
Once at the girls' rooms, you will need to pry your way into each of them. The first two will go off without a hitch but be careful, there is a client that will attack you in the furthest room you break into. Go back into the hallway, and continue down and take the right here and enter through the doors into the next room. There will be no guards here, so feel free to take the extra cash sitting at the bar. You can also break into the weapons locker for extra gear. Once you're done, continue on through the doorway at the back of the room and immediately head through the double doors to your left. Take cover right before you enter the room and eavesdrop on the conversation between the two men. Once they're finished, they will split up and you can take them out easily. Grab the cash on the table (and the Vargas painting if you're interested).
Once you've finished you might be wondering what is next. In fact, you have completed this assignment. However, to take out any racket in this game in totality, you will need to hit multiple different locations. Once you've cleared out the prostitution ring, head back to Donovan and he will give you a portable radio which will be very useful when you communicate with your lieutenants.
Next, go over and meet back up with Cassandra's contact, "the Voice". He will give you your next assignment. You will need to take out the pimps of this racket. You can choose one of two objectives. We will detail the location that is closest to you (the further north of the two options).
Once you arrive at the location, the target will be behind the building. Immediately go into stealth and you can take the target out easy. If you take out the other guards and take the cash from the building you can bring the racket to $0. But if you still have some money to chip away at, head over to the next location and take out the target here. Again, stealth will almost always win in this game. If you want to go loud because it's more fun, go right ahead. But a simple stealth approach utilizing the whistle mechanic can make quick work of the guards and targets.
