You will need
Mame
http://mamedev.org/
If you do not know how to run cmd here is a link to show how but safe bet is that you can just search cmd in you windows search.

in the cmd type
mame.exe -cc
For 64 bit use
mame64.exe -cc
about getting rom you are on your own
