The overall rule for stopping lag in Minecraft 1.13.1 with Optifine is to turn everything to either 'fast' or 'off'. This will turn off and optimize as many things as possible in Minecraft for performance. Now, this will reduce lag, but will also reduce the graphics quality of Minecraft. Once you've gotten everything turned off and achieved a playable FPS, at least over 30FPS, you will be able to tweak the settings to make Minecraft look better until you've reached the perfect medium.
