How to set up the ASUS MODEM RT-AC59U V2 as Access Point (AP) for the first time:

Turn on the modem.

Do not connect the Ethernet LAN Cable from the primary modem.

Use your device (laptop/tablet) to connect to the modem. (I use my iPad Mini 5 and it working just fine)

The WiFi details such as WiFi Network Name, Username, Password are located at the modem's serial number.

Open a website "http://www.asus.com" and you will be directed to the ASUS MODEM user interface.

Select the Custom Settings and select the Modem as Access Point (AP).

Later you will need to fill in the modem admin login and network details such.

Once you finish, restart the modem and connect the Ethernet LAN Cable to any LAN 1~4 ports. (Do not connect to the WAN (Internet) Port. Refer to figure 1.)

For advanced settings, you need to log in to the modem again after connected to the new network name.

I think this also works with TP link modem.
