OS X Mavericks makes the user ~/Library/ folder much easier to show and access, and you won't need to turn to any command line tricks to make it visible. This video accompanies the walkthrough detailed on OSXDaily:

With Mac OS X 10.9, all you need to do is visit the View Options preference menu from anywhere in the Finder, and check a box to make ~/Library visible again.
