There are a number of ways to achieve this effect of snowboarding or surfing downhill in GTA 5. Start on a steep slope with a car and then shoot at it until the bumper or bonnet is detached. Then stand on top of them and if you're not moving fire on the side of them and you should move down the hill. It's halfway to a glitch as you don't seem to fall off.
