This app is available on Android and Apple phones. I have been using free offline GPS systems for years now. These are my top two favorites! OsmAnd and Here We Go!
OsmAnd (/ˈoʊsəmænd/;[3] OpenStreetMap Automated Navigation Directions) is a map and navigation app for Android and iOS.[4] It uses the OpenStreetMap (OSM) map database for its primary displays, but is an independent app not endorsed by the OpenStreetMap Foundation. It is available in both free and paid versions; the latter unlocks the download limit for offline maps and provides access to Wikipedia points of interest (POIs) and their descriptions from within the app. Map data can be stored on the device for offline use. Using the device's GPS capabilities, OsmAnd offers routing, with visual and voice guidance, for car, bike, and pedestrian. All of the main functionalities work both online and offline.[5]
Navigation
Navigation provides turn-by-turn voice guidance for driving, walking, biking and public transport with route calculation done on the device. Typical features like estimated time of arrival and automatic rerouting are supported.
Traffic aware routing and real time arrival for public transport are not supported.

Maps
Map files are downloaded to the device by selecting which countries or regions are wanted and what data you want for that region. The files are updated monthly based on OpenStreetMap. Searching files by address, name or coordinates offline is supported.
Tile and raster maps can be viewed by enabling the Online Maps plugin. This allows viewing tiles from a server when online or viewing locally saved tiles when offline. Notably, this allows satellite views from Microsoft and Yandex to be used.
Street level imagery can be viewed using Mapillary, Wikidata or Wikimedia Commons.[6] The imagery is user-submitted for each source so quality and coverage will vary.
Places can be saved as favorites

HERE WeGo is a web mapping and navigation service, operated by Here Technologies. Originally developed by Nokia as HERE Maps, the mapping software application was first released for Windows Phone and the World Wide Web in 2013 as a revamped version of Nokia Maps. The Here Maps application was then released for the Android platform on 10 December 2014 and later for iOS on 11 March 2015, and the name was changed to Here WeGo in July 2016. It is also the default maps service provider for the Amazon Fire tablets and smartphone.
The data is provided in-house by HERE, which includes satellite views, traffic data, and other location services.[1][2] Maps are updated every two or three months.[3]
urn-by-turn navigation
HERE WeGo provides turn-by-turn navigation in both offline and online modes. Users can enter a destination address, landmark, or business name, and then the app automatically calculates directions and distance to the destination. Real-time traffic data (where available) is also factored and a prediction made on arrival time to the destination.[33]
Depending on the smartphone model, HERE WeGo provides high quality pre-recorded navigation voices, as well as text-to-speech commands with street names.
Public transport, pedestrian, and bicycle navigation
Public transport data is displayed by the Here app whilst planning a route while online, for transport options such as buses, trams, subways and trains. Walking[34] and cycling[35] routes are also supported. Time and distance estimates are provided for these modes, and driving navigation.
Real-time traffic and reversible lane traffic
As of March 2017 HERE WeGo had real-time information on traffic conditions and incidents available for 63 countries.[36]
In late June 2015 HERE added real-time traffic for reversible express lanes across the United States and Europe.[37]
'Collections' and location sharing
Users can save the location and details of destinations as 'Collections' if they are online and signed in.[38] It is not possible to store destinations offline, on the device. Location and destination can be shared with standard platform tool. As of 23 October 2017 there was no option to sort collections by name or distance in the Web, Android, and iOS versions.
Offline maps
HERE WeGo can download maps of countries and regions to internal storage so that a data connection is not needed for navigation. Online usage provides live traffic data and additional venue information.[39]
The maps include floor-by-floor details of some large indoor venues such as shopping malls and airports.[40]
