This is a fairly hard boss, particularly with its second phase. It turns out there's a way to make it much easier though. When the red mines are just sitting there, dodge roll into them from underneath, and they'll crash up into the helicopter. It eliminates something you have to dodge and does damage to the boss. I don't think this is a great design choice because it switches the fight from rather difficult to not an issue.
