While anyone can be used for this mission, I recommend a Water user since most of the Lords you're up against are weak to water.
Split up the work between your two characters to cut down on time. Have one do most of the leg work while the other goes up against the two Lords that are next to each other and you'll have this one done pretty fast. It's also not the end of the world if one of the Lords manages to successfully merge.
