Well it has happened, I found Phobe! The classic crap from the 90's that only aired on cable 10 (local television station). Strangely enough, I found this with the help of a Film Festival in Saskatchewan. I first tried contacting my local cable 10 network since they're the ones that aired this movie back in the 90's but they said they couldn't relay the producers contact info to me...instead they said they would contact the producers and have them contact me...that never happened.
So I Googled the movie name and the only reference I could find at the time was this film festival...at first they didn't answer but after nagging them a couple times, the replied and agreed to mail me a copy. It's in a perfect condition and just as good/bad as I remember...I'll be sure to review this soon.
