I Found the 5 Best RTG Teams for FIFA 22 Career Mode!
972This was done on the values that I think are most important for a fun career mode, basically focusing on the Potential, overalls and division of the team (where lower is better) and then minor things like stadium, real faces and age.
I weighed every team from the 3rd or 4th divisions on FIFA by the following numbers:
Potential Weight * 0.5
Overall Weight * 0.4
Face Weight * 0.1
Age Weight * 0.1
Division * 0.5
Stadium * 0.2

This video is split into 3 sections, the best foreign (in this case only German, but i might do a 2nd tier version of this video too with france & spain thrown in), the best 4th division teams (in this case only League Two) and then finally the overall best teams to use based on this data.
1860 Munich are by far the best RTG team in Germany, coming 10 places ahead of next best team Braunschweig. 7th overall is a really good score, but are let down (as are most German teams) by the lack of real faced players in the League. Removing this weighting sees many German teams progress towards the top 10, so if this doesn't really matter to you, maybe Germany could be the best place for you after all.
Colchester are an unusual team. In real life, after 15 games they find themselves in 19th place only 5 points above the relegation. However, in FIFA they’re one of the best RTG teams. With a very standard average age of 24, the joint second best Overall in the league, and joint 2nd best potential, they score highly on my ranking system.
It's incredible to think, despite so much history and success at their home ground, Hillsborough is mostly associated with tragedy, in a match that didn’t even involve Wednesday. Despite its significance, the ground unfortunately is not in the game. However, this is the only area that Wednesday scored poorly in.
They are the team with the best overall, the best potential, a strong average age while also having the most real faces as a percentage of players. Wednesday are the 2nd Oldest professional team on FIFA, after Nottingham Forest, Inaugural members of the English Football League, have one 4 League Titles, 3 FA Cups and competed in the UEFA League, something not a lot of League One teams can claim.
Their star player is Barry Bannan, who now played over 250 games for the Owls. At 31, he's still at a Championship level and will be for another 2-3 years, but is by far the standout player not only for Wednesday, but for the entire League. With a large budget of £4m, it's up to you how to develop Sheffield Wednesday. As the rankings suggest, they could go in any direction.
You could fully rebuild, bring the average age down and get young players from other teams in the league. You could develop some of your future stars like Corbeanu or Dele-Bashiru so they’re ready for Championship football. You could keep up their policy of loaning good young players, while signing experienced players at their peak, as they do in real life. There are so many different ways you can go with Wednesday.
