To get OCD in this level you must beat it in 34 moves or less. Be careful because using a Time Bug does not subtract a move from your total number of moves!

When the level starts, grab a White Goo and attach it to the Red & White Goos at the end of the Goo structure. Then grab a Red Goo and attach it to the White Goo that you just put down so that this Red Goo is touching the ground. Grab another Red Goo and attach it to the Red & White Goos that you just put down. Try to attach it as far to the right as you can.

Grab a White Goo and attach it to the last 3 Goo on the top of the structure. Then take a Red Goo and attach it to the Red & White Goos on the end. Make sure to place this one as far to the right as you can get it. Take a White Goo and attach it to the last Red & White Goos that you put down. You'll want this Goo to be up high and as far to the left as you can get it. Put a little more emphasis on getting it to the left, but don't sacrifice too much height (doing this can help with the structural integrity). Attach a Red Goo to the Red & White Goos on the end and put it as high as you can get it.

Do the same thing with another White & Red Goo pair. Placing the White Goo high and to the left and the Red Goo as far to the right as you can get. At this point you'll need to add another White/Red pair, but this time you'll want to give them both as far of a reach as you can possibly get.

From here, the tower is susceptible to bouncing a lot. You'll need to be careful so as to not cause the tower to collapse. Use the whistle to call over some of the unused Goo to the end of the tower in order to get it to gently tip down. When the top of the tower is near the sleeping Goo on the right, add another White Goo as close to them as you can possibly get so that they wake up. Then use a Red Goo to attach the Red Goo at the end of the tower to the last or preferably 2nd to last Red Goo link on the chain.

Use 1 or 2 White Goos to attach the White Goo on the end of the tower to the White Goo that is on the right side so that you now have a complete chain of White Goo. Grab a Sticky Bomb and place it on the ground just above the 2nd to last Red Goo link to the right (if you put it on the ground instead of attaching it then you can save 1 move). Take the other Sticky Bomb and attach it to the the last 2 Red Goo on the left side so that the bomb is touching the black platform that is blocking your access to the pipe. Use 5 or so Red Goo to build down toward the flames in order to ignite them. Once the Red Goo are all done burning, both of the black platforms with the caution signs should be destroyed and all you have left is to use some Goo to build up toward the pipe and collect the Small Beauty Goo.

*Points of failure with my method: In my experience there are two problems that can arise when doing it this way. The 1st is the tower will bounce too hard and collapse. When it collapses it seems to always be at the 3rd Red Goo that I attach to the structure. Place this Red Goo as far to the right as you can and maybe a little lower than the White Goo that is to the left of it to make this less likely to happen (in addition to doing what I said above about placing the next 2 White Goo as left as you can). The 2nd problem that can happen is when attempting to ignite the Sticky Bombs, the chain of Red Goo will move too far away from the Sticky Bomb on the right and will not ignite it because I don't actually attach the Sticky Bomb to the chain. This can be avoided by attaching the Sticky Bomb to the chain like you are supposed to.

Because my method only uses 25 moves, that leaves you 9 extra moves that you can use to prevent the tower from collapsing or to use a Time Bug to fix a mistake or anything else that you need an extra move for in order to get OCD.
