🏗 ️ Poder Infra | In the 143rd episode, Pedro Rodrigues comments on how the use of provisional measures has been "a worrying phenomenon in the Brazilian legislative process" because it creates "a scenario of regulatory instability and uncertainty" regarding issues considered crucial for the sector.
A recent example was Provisional Measure 1,300 of 2025, approved in both Houses of Congress and intended to open the free energy market. It was ultimately reduced to simply expanding the scope of the Social Tariff. Another example was Provisional Measure 1,304 of 2025, introduced by the Executive Branch to reform the electricity sector framework.
