I had been working on building this one for a while. The Inquisitor Outlaw is just a bandit psyker, someone who can bend the warp to inflict psykinetic amplification to a physical object. In this particular case, he can apply mass to the blessed rounds that omit from the barrel of his weapon. Applying critical wounds within seconds, all thanks to his loose trigger finger.
