A couple special things I want to explain here:

1. The "Other Mai Otome fanfic that's sorta like this thing that happened in Muv-Luv" is Tetris Maintenance.

2. I have never actually written a Mai Otome fanfic where the creepy old guy version of Heinz Axmann from the Muv-Luv Schwarzesmaken light novels shows up wearing medieval Richard III cosplay. The closest comparison is in Tetris Maintenance chapter 1 (a.k.a. chapter 4 if you're reading it on AO3), which features a lower-ranking war minister who works under the Other Cardair Emperor guy. But in the more detailed worldbuilding in my head, I'm picturing that guy working for an Emperor Guy who looks and acts exactly like Axmann in medieval Richard III cosplay. (Interesting fact that just occurred to me while I was typing this: The LN version of Axmann is already kind of cosplaying the Ian McKellen dystopian-alternate-1930s version of Richard III.)

3. Akane Soir is a catgirl. She's a very late edition to the catgirl species, since she doesn't appear in her final magical catgirl form until the last episode of her show. But she's definitely a catgirl. She also occasionally hangs out with her commanding officer who's a witch (i.e. Shizuru Viola) to further emphasize her catgirl motif.
