A neural quantization algorithm carefully selects a 28 color palette which is set at the start (the palette can be seen at the bottom left of the screen) and then Rainbow is drawn as an array of 3x3 blocks using the opaque rectangle tool.

Camtasia was screwing everything up recording directly, so what you're seeing here is a playback of screenshots made by the same program that made the picture taken every second.
