I didn't get around to doing this sooner, but this is literally the first secret boss that you can fight in the game. Upon forcing the goons out of the Wilted Lands, return to Punch Tanaka's pile of wrecked bikes, use Goon form to drag the pile away, then Blob form to enter the dungeon. Slither is a little nasty early in the game, so come back with reinforcements and the snake won't be a problem. Your main reward for doing this dungeon is the Double Sided Coin, which boosts its user's luck. Handy if you want to Grift or Shakedown some loot.

Also, I did not edit out the fights from here as there wasn't really much to cut. It wasn't worth the time sink as the forces here offer no real resistance. If you were wondering how to kill a Rad Ghost, you will get a demonstration here.
