I now have a channel point redeem to do this very hilarious run in between runs, which serves as a nice break from the grind. I got the idea from watching one of Corprus Hunk's videos.

Basically, if you manage to get into town before entering the census office, you can gain the ability to melee and jump by running near a certain wall. Since you have not picked a class, it actually defaults you to have the Hand-to-Hand skill at 100. This means your punches actually do a good amount of damage to fatigue and then health once their fatigue is depleted. Since the ship hasn't despawned and it remains accessible, you can attack and easily kill Jiub in just a few guaranteed-to-land hits.

The time could be improved by getting guard skip and having faster "clipping". There is also the possibility of using the tree past the second guard (after choosing your race) to get in the town area. If it were able to be done by an Orc quickly then it would definitely save a lot of time because you'd have the fast movement for much more of the distance you have to travel. For now, I found that the default race (Dark Elf) using the ship method of clipping into town to be the most reliable strategy.
