In Evil Within 2, there is quite a few problems for poor Sebastian Castellanos. This one is huge, holds a very large miter saw blade, and is quite scary. How can you kill it? Check it out, this puddle reappears twice, but you will either need to shoot it in the head(s) or run away while the fire damage is slowly chipping away at its health.

On either side of the field there is chain link fences that can also be used with a shock bolt. Try it!
