Specific distance from Chizuru, and timing, is required. IMO, this leans more towards being a dev oversight, but I wouldn't be surprised if there's a bug involved. As we know, hitting her clones not only hurts Chizuru, but inflicts counter hit. Along with that, I believe what's happening here is that when you have two active separate damaging elements, represented in each of the orbs in Athena's Shining Crystal Bit, versus two separate strikable targets, in the form of Chizuru and a clone, there's an overlap that occurs resulting in enormous damage. With that said, that's more than likely the reason why other supers won't work under the same conditions.
