Just exploring the world you'll run into these in NPCs that are in a intersection a Street near the theater there their will be five enemies just patrolling for no reason,I wish they did something more for example: them patrolling that’ll give you a quest or protecting some loot boxes. If you kill these NPCs it’s a small percentage you will get loot usually comment drops (white). I don't quite understand why they don't do anything more interesting than this . Didn’t they do this in The division?
