Type: "-npd -str -nonv" in the console field for less lag.
The PC version is a poor console port and it has many issues on the PC, it stresses and relies on the CPU more than the graphics card. I could pull higher settings from this game, but these seemed like a sweet spot for benchmarking which has to be done in windowed mode.
Recorded in Aero Monitoring windowed mode, half size at 25 FPS, FRAPS is apparently Rockstars enemy number one, it's heavily blocked and adds a lot of stutters and lag.
