Cole and Biggs are given a new assignment; Investigate a house fire that killed a family of four called Morelli. Upon entering the burned remains of the house, detectives learn that someone moved the families' corpses as house was burning down, implying that the mysterious arsonist doesn't want to kill and more pressingly, that Matthew Ryan was possibly wrongly accused for burning down Steffens and Sawyer families' homes. As they review the scene, Biggs shows increasing uneasiness, ultimately storming out of the house when Lynch refers to burned family as evidence. Upon following him out, Cole learns that Biggs was heavily traumatized during his service in World War 1 when his unit was burned alive during the battle of Bellau Wood and announces his intention of killing the mysterious arsonist once they track him down. Upon investigating the house, Cole finds out that the fire was once again started by a sabotaged water heater and finds footprints implying that someone watched the house from neighbor's yard, said neighbor providing a vague description of a man now believed to be the arsonist responsible for all three house fires. He also reveals that the area was covered by Suburban Redevelopment's trip contest with Cole recalling that Morelli family was amongst the winners, connecting the arson back to Suburban Redevelopment and Elysian Fields Development. With no other leads, Cole decides to investigate Elysian Fields Development despite its owner, a man named Leland Monroe, being a personal friend of other members of Los Angeles' elite, including the chief of police with arson department captain warning Cole not to visit Monroe. Afterwards, two head to investigate Rancho Escondido, recently completed residential building built by Suburban Redevelopment Fund that mysteriously burned to the ground a night prior. After dispersing a gathering of angry would-be residents, Cole and Biggs investigate the ruins, quickly realizing that the house was poorly constructed using inferior materials. Afterwards, despite Biggs' uneasiness, Cole heads into Elysian Fields Development headquarters and questions Leland Monroe about his involvement with the arsons for which he claims to obviously serve to force holdouts on Suburban Redevelopment's desired land parcels to leave wheter they want it or not, an accusation which Monroe denies, ultimately agreeing to provide detectives with his outside associates' names, one of which is that of Herbert Chapman. Deciding to investigate him, Cole calls and APB out for him. Later that evening, Cole relaxes in Blue Room, listening to Elsa Litchmann's performance. As he does, he is approached by Roy Earle who openly warns him to stop investigating Suburban Redevelopment Fund and Elysian Fields Development. Later, Cole meets up with Biggs who tells him that he was warned about investigating Leland Monroe by arson department's captain with two heading towards Chapman's apartment to apperhend him, quickly learning that he is not there. Upon investigating his car, two detectives find mosquito coil, half-empty box of pistol rounds and a box of flyers for Suburban Redevelopment's trip contest, revealing him to be both connected with Leland Monroe and armed. As they investigate the car, Biggs sees Chapman leaving nearby laundromat with Chapman spotting him and Cole and trying to escape via tram trolley. After a brief chase during which Cole and Biggs derail the tram, Chapman engages two detectives in an shootout during which he is quickly killed with Cole expressing doubt that he was the one burning houses down for Suburban Redevelopment Fund. Later that night, Cole and Elsa learn that she was named an insurance policy beneficiary for her friend who recently died in an construction accident. However, instead of taking the money, Cole urges Elsa to contact Jack Kelso and have him investigate her friend's death, believing it to be connected to the poor-quality houses constructed by Suburban Redevelopment Fund but being unable to investigate himself due to his bad standing in LAPD and due to bad history with Jack himself.

Meanwhile, Ira once again calls Harlan Fontaine, revealing himself to have gone fully insane as he now believes that it is his duty to "cleanse" the world with fire and ignoring doctor's requests that he comes into the clinic, making Fontaine realize that Ira became uncontrollable and dangerous...
