In this 2D Unity tutorial, I'll first show you, with shadergraph, how to create a simple sprite blur shader, to be used on your character or other assets.

Then, we'll take that shader and modify it so that you can apply this blur as a sort of "overlay" on top of any layer in your scene!

This works in URP, with the 2D Renderer.
